I think they can be used interchangeably, there is a lot of overlap between the two, but I would usually use ;How about; when making a suggestion that I feel is best. Basically, ahow about youa is slightly more positive or upbeat than awhat about youa, which is just a flat inquiry without a hint of the speakeras emotion. However, none of these rules are hard and fast, which means that it is generally better to use the one that sounds right.
